The aim of the Perspective program is to stimulate application-oriented scientific research, i.e. projects that combine excellent science with concrete application possibilities of the results. Perspective is very similar to the Open Technology Program (OTP), but focuses on research programs (defined as “coherent bundles of projects”) rather than single projects.

Target group

Consortia of scientific research groups and “users” (parties that will market or exploit the results of the research). Researchers and users can make their own agreements about the rights to use the results, or can request support from NWO.

Calls for Perspective proposals may vary from year to year in terms of budget and conditions.

Application

You can be applicant as:

  • You are a PhD researcher at a Dutch university, KNAW or NWO institute, or a knowledge institute recognised by NWO.
  • You have an appointment for at least the duration of the application process and the duration of the research for which funding is requested

Users must contribute cash and in-kind to the project budget.

Budget

The amount of the possible grants varies per call, but is typically in the order of 2 – 4 million euros. The starting point is that the projects what the program consists of can receive a maximum subsidy of € 750,000.

The minimum requirement for co-financing also varies from call to call, but (for both cash and in-kind co-financing) is typically in the order of 10 – 15% of the programme budget.

The subsidy and cash cofinancing are intended to cover the marginal costs of the scientific research groups:

  • Appointment of temporary staff
  • Consumables and travel expenses
  • Investments

Deadlines

Perspective application rounds are organised annually and consist of the following steps:

  • Phase 1: publication of the programme initiative on the NWO-TTW website
  • Phase 2: Submission of a programme design
  • Phase 3: Submission of a programme proposal

Phases 1 and 2 are usually completed at the beginning of November and early December, phase 4 in May of the following year. The evaluation of program designs leads to a selection of proposals to be invited to stage 3.

Evaluation

The objective of Perspective is to stimulate scientific research with application possibilities, scientific excellence and “utilization” (applicability of the results). These therefore have equal weight in the evaluation of proposals. In the latter case, the commitment of users to apply the research results and the experience of the research groups in applying the research results are important elements.

The degree of alignment with the knowledge and innovation agenda of one of the top sectors can be part of the assessment. This depends on the precise content of a call.
