SAH – Incentive Scheme for Gas-free Rental Properties

The SAH (Incentive Scheme for Gas-free Rental Properties) is a grant that aims to make Dutch homes gas-free. Financing can be obtained to make adjustments to the homes, and as well as to cover the costs for connecting homes to an external heat network. When the houses are already connected to a heat network, but gas continues to be used for warm tap water or cooking, an SAH grant can also be applied for. The most important outcome is after the measures are implemented, the rented accommodation no longer uses any natural gas.

The SAH applies for all existing rental properties that will be taken off gas and connected to a heat network within the next five years. In addition, a building permit/environmental license must have been applied for before 1 July 2018. Houses must have been rented for at least three months in the past 24 months in order to receive funding. Starting this autumn, it will also become possible to apply for an SAH grant in order to purchase an all-electric cooker and for combining an individual with a central connection. Also, under certain conditions, costs for the indoor plumbing might be eligible.

New as of 1 October 2021 is that the SAH can also be applied for by mixed owners’ associations (VvEs). Mixed user groups are defined as those of buildings that comprise both rental properties and the properties of private owners. The owners’ association can apply for an SAH for both types of properties.


A total budget of € 194.3 million is available. At this moment, mid February 2022 €111 million is still available. A maximum of €5,000 can be obtained per rental property.

  • The SAH reimburses 40% (with a maximum of €1,200 per house) of costs to make adjustments to the house (indoor living expenses). The indoor costs include the following measures: disconnecting from the gas connection, removing the gas meter, replacing the indoor components of the space heating system, the provision for gas-free cooking and hot water, and making further structural modifications required to make the rental home gas-free.
  • The SAH reimburses 30% (with a maximum of € 3,800 per home) of the connection costs of a home to a heat network.
    If the grant application exceeds €25,000, it is important that the adaptations have not started before the grant application is submitted.


  • Applications can be submitted in the period 2020-2023
  • Applications will be handled according to the first-come-first-serve principle
  • Applying online via e-recognition with, incl. a completed application form and a number of attachments, such as
    • a signed agreement with the heat supplier
    • a csv file with the addresses of the homes applying for funding
    • a financial overview of the cost estimate per home
    • a house number decree, in the case of changes to house numbers
    • a statement regarding the General Block Exemption Regulation (GBER) or a de minimis statement
