Top Sector Energy Industry

The Top Sector Energy Industry programme is intended to support innovative industrial concepts that will contribute to cost-effective CO2 reduction by 2030. Projects may cover one of the following four programme lines:

  • Closure of industrial chains
  • A CO2 -free industrial heat system
  • Maximum electrification and radically renewed processes
  • Climate-neutral fuels for aviation and shipping, including
    • Production of advanced biofuels for aviation and shipping
    • Production of synthetic fuels for aviation and shipping

The grant is available for industrial companies that collaborate with other companies and researchers. It is also important to note that the industrial concept that is being developed should have its first market application by 2030 at the latest.

The total budget comprises €6.36 million, of which €3.36 has been allocated to programme line 4. Top Sector Energy Studies Industry

The Top Sector Energy Studies Industry programme is intended to establish the feasibility of innovative pilot or demonstration projects that will cost-effectively reduce CO2 emissions in 2030. An extra second call opens 15 September. The programme covers four types of studies:

  • Feasibility study, conducted prior to a pilot project;
  • Environmental study, conducted prior to environmental investments that do not fall under R&D; and
  • Comparative study: conducted prior to environmental investments in a demonstration project that do not fall under R&D.
  • Process efficiency study

Projects may cover one of the following six programme lines:

  • Closure of industrial chains
  • A CO2-free industrial heat system
  • Maximum electrification and radically renewed processes
  • CCUS (Carbon Capture, Utilisation, and Storage)
  • Other CO2-reducing measures
  • Process efficiency studies

Budget and Eligible Costs Programme Lines 1, 2, 3, 5 and 6

  • The grant covers a maximum of 50% of project costs. The maximum budget per project comprises € 500,000, with the exception of programme line 4 (CCUS), which has a maximum budget of € 2 million per project.
  • Medium-sized enterprises can receive an additional 10% of eligible project costs. For small companies, this is up to 20%.
  • In addition, for comparable studies, a de minimis declaration must be provided, and a maximum budget of € 200,000 per company applies.
  • For a process efficiency study, the maximum grant amount is €50,000. Only the costs of activities by third parties are subsidised.

Budget and Eligible Costs Programme Line 4

  • You will receive up to 50% funding for all project costs. That is up to a maximum grant amount of € 2,000,000 for each project.
  • Medium-sized companies receive an additional 10% on all subsidised activities. Small businesses get an extra 20%.
  • In the case of a feasibility study, costs are eligible under the General Block Exemption Regulation. As referred to in Article 25(4) of this Regulation.
  • In the case of an environmental study, and comparable study that is not a process efficiency study, costs are eligible that are listed in the General Block Exemption Regulation. As referred to in Article 49(2) of this Regulation.
  • In the case of a process efficiency study, costs are eligible that are listed in the General Block Exemption Regulation. As referred to in Article 49(2) of this Regulation. If these are costs owed to third parties.

Extra call opent 15 september 2021

Topsector Energiestudies Industrie opened the first call on 18 January, which closed on 7 September. Following this first call, Topsector Energy Industry  will open a second call on 15 September  at 9.00 a.m. with a total extra budget of € 7.5 million. There will also be an extra programme line for energy-efficient production processes. This extra call is an incentive to reduce CO 2 emissions. The call closes on 14 December 2021. Funding takes place according to the first-come-first-serve principle.
