Crossover program connects top sectors

Research, aimed at social challenges and in public-private partnerships, is eligible for funding by NWO. The research themes must link several top sectors: the Crossover scheme.


The aim of the Crossover program is to achieve a significant impact on societal challenges. The research proposals should connect several top sectors and contribute to strengthening the Dutch knowledge and innovation system.

Target audience

Broadly composed interdisciplinary consortia. These consortia should be a combination of fundamental and practice-oriented research. Both public and private parties must contribute to the co-financing (30% of the total budget).


The lead applicant shall submit the application on behalf of the project consortium. You can be the lead applicant as:

  • You are a Ph.D. researcher at a Dutch university, KNAW or NWO institute, a university college or a knowledge institution recognized by NWO.
  • You have an appointment for at least the duration of the application process and the duration of the research for which funding is requested

Co-financiers can be:

  • TO2 settings
  • Enterprises (including SMEs)
  • Civil society organizations (e.g. NGOs, ANBIs)
  • Departmental departments
  • Local or regional authorities
  • Other (public) knowledge institutions

Please note: Consortia that have already submitted an application in the Nationale Wetenschapsagenda – Research on Routes by Consortia call 2018, are limited in the possibilities for this call.


Per project, a minimum of €5 million and a maximum of €10 million funding can be requested.

The following budget modules are available:

  • Personnel costs
  • Material costs
  • Investments
  • Exploitation of knowledge and entrepreneurship
  • Internationalization and Money follows Collaboration
  • Program Management


The application procedure has two phases: an Expressions of Interest and a detailed application by consortia selected in the first phase.


The assessment criteria for the Expressions of Interest are:

  • Degree of crossover
  • Potential social and/or economic impact on the most present social challenge in the research proposal
  • Quality of the consortium

The evaluation criteria for the full proposals are as follows

  • Scientific quality
  • Social impact and valorization
  • Quality of the consortium
