For years, the Dutch stimulation of innovative energy projects has been facilitated by the Topsector Energy. There are various grant schemes within the Topsector, each aimed towards achieving specific objectives. These schemes are constantly updated to best support the energy transition. Following this objective, RVO recently announced that the ‘Hernieuwbare Energie Regeling (Renewable Energy Subsidy) will be broadened to encompass more alternative technologies that enable CO2 reduction.
The aim of the new HER+ scheme is to enable cost-effective CO2 reduction. Whereas the “old” HER aimed to reduce SDE+ expenditure (cost-effective generation of renewable energy), HER+ projects should reduce SDE++ costs (cost-effective CO2 reduction). As a result, more projects will be eligible. HER+ will continue to focus on innovative solutions that are in the phases of research, development, and demonstration.
The SDE++ and other categories
The HER+ and SDE++ no longer focus exclusively on renewable production. It is expected that the use of residual heat, electric boilers and heat pumps, hydrogen through electrolysis, and CO<sub>2</sub> capture and storage, will also become possible topics.
In addition to these SDE++ topics, projects focussing on other techniques can also request funding. These include the more cost-effective production of wind energy at sea, combining the generation and storage of renewable energy, and combinations of decentralised generation and smart grid regulation.
The current HER will remain open for applications until 31 August 2020. Subsequently, the HER+ will be open from 1 September 2020 until 31 March 2021. The total budget comprises €30 million. Applications will be assessed in accordance with the first-come-first-serve principle.
