Partners for Water: innovations for water safety and water security

With the Partners for Water: Temporary grant programme for water safety and water security in deltas, delta cities, and river basins (or TIWBD, in Dutch) the Dutch government aims to stimulate the Dutch water sector to contribute to water safety and water security abroad. The subsidy is intended for the implementation of a pilot project or feasibility study in which typically Dutch knowledge and expertise is deployed to make a delta, delta city, or river basin in a foreign country both safer and more resilient. The total budget is € 15 million for the programme period 2022-2027.

Themes

Projects can cover the following themes:

  • Drinking water 
  • Sanitation
  • Water quality and water availability
  • Climate adaptation
  • Biodiversity and water- related ecosystems
  • Food production and sustainable agriculture
  • Climate-resilient water infrastructure, sustainable waterways, and ports

Examples of possible topics include the piloting of innovative solutions to combat the depletion of water resources, but also water reuse and so-called nature-based solutions for climate adaptation.

Conditions

  • Applicant: (a consortium comprising) Dutch companies, NGOs, and/or research organisations. Local partners may also participate in the consortium.

  • Types of projects:

    • Feasibility project: max. project size €250,000; duration max. 1 year.

    • Pilot project: max. project size €600,000; max. duration 2 years.

  • Funding percentage:
    • Feasibility project: 50% of the eligible costs
    • Pilot project: 25% of the eligible costs

For medium-sized companies, an increase of +10% applies; for small companies, this is +20%. Under special circumstances (i.e., cooperation or wide dissemination of the project results), the percentage for pilot projects can be further increased with +15%.

Application Process

The application process consists of three steps:

  • Drafting a project idea
  • Project idea discussion with funding agency RVO (mandatory)
  • Submit full project plan

The following rounds and deadlines are planned:

  • 2022: closed
  • 2023: 20 January 2023 – 17 February 2023; and 30 June 2023 – 8 September 2023
  • 2024: 19 January – 16 February 2024 and 5 July 2024 – 13 September 2024
  • 2025: 17 January 2025 – 14 February 2025

This year, a budget of €500,000 is available for feasibility studies and €3 million for pilot projects.
